Our story
A standard set in uniform, kept in the work
RISC was founded on a service standard: be ready before you are asked, and never be the reason someone else’s mission fails.
Some organizations are known before they arrive. In a service career that reputation is earned in the unglamorous details: readiness that never lapses, checklists that are actually run, communications that are actually tested, and a flat refusal to be the reason someone else’s mission fails.
Founder James Banks built RISC on that standard. A 23-plus-year veteran of the United States Marine Corps and a retired Sergeant Major, he went on to serve as Deputy Director of the National Reconnaissance Office (NRO) Operations Center and as Director, Continuity & Critical Infrastructure Protection — roles built on the exact qualities that make a watch floor trustworthy at three in the morning: unwavering readiness, zero tolerance for failure, and responsibility for protecting what the mission cannot afford to lose.
RISC exists because continuity of operations and continuity of government plans, business impact and business process analyses, DoD critical infrastructure and asset identification, and special security program management deserve that same standard. A plan is not a document; it is a promise that essential functions keep running on the worst day an organization has.

Team background
Who performs the work
RISC consultants come from careers in uniform and in government security programs, and they remain the practitioners on every engagement.
RISC fields a blend of retired military senior leaders and senior government officers: retired senior field grade officers (O-6 and O-5), command-level senior enlisted advisors and special operators (E-9), and civil servants who ran security and continuity programs from inside the government. We are, by our very nature, steeped in military custom and courtesy, and we understand DoD requirements and standards because we thrived as military members and loved serving our country.
That service background is paired with academic and professional credentials held across the team: doctorates (PhD), Master of Science (MS) and Master of Public Administration (MPA) degrees, Critical Infrastructure Protection credentials, and the Project Management Professional (PMP) certification. Between them the team brings 110+ years of combined experience to the programs it supports.
The result is a team that is credible in front of a program office, a security officer, and an operations staff at the same time — and that can hand a working program back to the people who have to run it.
